This special, one-off page is a "Level 0" page, in that it lives immediately off the root, (like the Home Page): /sitemap.asp.
But instead of Page Layout 03 ("Home Page"), it uses Page Layout 8 (not depicted). PL08 simply has no right-hand margin in the body content area, to provide as much space as possible for the Sitemap contents.
These three pages (Privacy; Update Notice) are at "Level 0," in that they too live immediately off the root, (like the Home Page): /usage.asp.
These use Page Layout 05. The key distinction is simply that these pages (and the Sitemap) "include" no Nav2 HTML snippet like the other pages. Instead, they use the /mlnmdev/SiteHTML/Navs/Nav2_1misc_2blank.html processed module. This contains simply <img alt="" border="0" height="1" width="1" src="/images/shim.gif"/>. They have a simple gray area where the left Nav2 would go.
